Fha was established with a goal to improve housing standards and conditions to provide an adequate home financing system through insurance of mortgages. The introduction of Fha was made at the times when the banking system failed, causing a drastic decrease in home loans and ownership. The problem was that most of the home mortgages were short-term ( three to five years) and refinancing was not available.
